New York Extends Emergency Orders Amid Ongoing Crises

Mayor Eric Adams of New York City has extended three emergency executive orders, addressing persistent challenges in the city’s jails, the influx of asylum seekers and Department of Correction operations.

The orders, numbered 723, 724 and 725, were extended for five days starting Jan. 3, underscoring the continuing nature of these urban crises.

Emergency Executive Order 723 prolongs measures to improve conditions in city jails, as highlighted by the federal monitor in the Nunez use-of-force class action. The order aims to ensure compliance with the Nunez Action Plan and tackle staffing issues, facility conditions and health operations in Department of Correction facilities.

Order 724 focuses on the health and safety of individuals in Department of Correction custody and staff. It extends provisions related to security practices, use of restraints and other critical aspects of jail management. The order emphasizes the need for the department to consult with and seek approval from the Nunez Monitor for policy changes.

The final order, 725, extends measures to address the humanitarian crisis caused by the arrival of thousands of asylum seekers in New York City. It aims to meet the immediate needs of asylum seekers while maintaining services for existing users of the Department of Homeless Services Shelter System.

These extensions reflect the ongoing challenges facing New York City as it grapples with jail reform, an influx of migrants and the complexities of managing correctional facilities in the nation’s largest city.
