Mayor Adams, Speaker Adams Unveil Plan to Speed Payments to NYC Nonprofits

New York City Mayor Eric Adams and City Council Speaker Adrienne Adams announced a pilot program aimed at accelerating payments to nonprofits, a sector long plagued by delayed contracts and cash flow challenges. Set to launch in fall 2025, the Discretionary Grant Pilot will allow organizations receiving $25,000 or less in City Council discretionary funds to bypass the traditional contracting system in favor of direct one-year grant agreements. Officials say the reform will eliminate 13 procedural steps and cut processing times nearly in half, with roughly 100 nonprofits participating in the first year and more to follow in year two. The initiative, unveiled during NYC Nonprofit Week, builds on the Adams administration’s broader effort to streamline city contracting, increase wage support for nonprofit workers, and strengthen oversight through newly appointed chief nonprofit officers and a Nonprofit Advisory Council.
